As the former Director of Procurement Services Staff (PSS) and Bureau Procurement Chief at the Department of Justice, he oversaw $27 billion in contracts across 44 DOJ components, earning the Justice Management Division Special Commendation Award twice. A decorated, 20-year U.S. Marine Corps veteran, Telly excels at energizing teams, streamlining processes, and exceeding mission objectives.
Notable achievements include a $3 billion Enterprise Infrastructure Solutions (EIS) award that saved $360 million, and a 10-year, $300 million AWS agreement that enabled the closure of 44 data centers and saved $50 million through negotiated discounts.
Since founding Kingdom Ventures, Telly has advised organizations including the Department of Justice, EXIM Bank, the U.S. Virgin Islands housing initiative, FireWatch Design, Madison Chemicals, and Acre & Herd Ranch, spanning federal capture strategy, executive coaching, and organizational transformation.
Telly holds an MBA from Webster University, a Master's in Program Management from Keller Graduate School of Management, and is FAC-C Professional certified in Contracting by the Federal Acquisition Institute (FAI).
